This Report is intended to: 

• provide information about the state of the art of access by people with disabilities to equipment used in telecommunications that is useful to consumers, designers, and regulators
• provide information from consumers with disabilities about their experiences with the equipment they use for telecommunications
• offer recommendations for refinements to the Access Board Guidelines
• provide a context for telecommunications access that is relevant to other access issues not covered by Section 255 of the Telecommunications Act

 This Report is not intended to: 

• establish conclusive criteria to be used to determine which products are accessible or not, or compatible or not
• make a determination as to the accessibility or compatibility of any given product
• establish grounds by which Section 255 coverage is either expanded or constricted
