The common features listed above are seldom found on each and every Model of a Product Type. Across all Product Types, we found enough examples of Models without common features to require a considerable amount of consumer vigilance. For example, in one particular electronics store, a check for the nib on the ‘5’ key found 22 phones with it, and 12 phones without it. There was no clear pattern to the nib’s presence or absence on wireline phones or cordless phones. The nib is a clear and specific access feature whose existence pre-dates the Telecommunications Act of 1996. We assume that other access features are similarly distributed across Models, and that none are ubiquitous.
